根据2007年9月10日签署的《中华人民共和国科学技术部与德意志联邦共和国联邦教育和研究部联合声明》,及2004年5月签署的《中德生物技术执委会备忘录》,中国生物技术发展中心(CNCBD)和德国
学术交流中心(DAAD)受中国科学技术部(MOST)和德国教育和研究部(BMBF)委托,就“中-德生物技术青年科学家小组”计划开始
招标。
一、项目概述
“中-德生物技术青年科学家小组”计划包括“中-德生物技术青年科学家小组(中-德小组)”和“德-中生物技术青年科学家小组(德-中小组)”两部分。
“中-德小组”包括中方亚小组和德方亚小组两部分,由中方任组长。两个亚小组共同完成研究课题,申请专利、发表
论文并组织网络合作(举办培训班、研讨会)。项目进行2年做中期评估,最长执行期不超过5年。德方合作伙伴的选择、签署合作协议、制定工作计划和中方亚小组成员选择由组长负责。两个亚小组间应签署知识产权共享协议。
二、申请条件
1.依托机构
中方亚小组依托于课题组长所在的大学或科研院所,德方亚小组依托德国的大学或研究机构。依托机构对研究工作进行
管理和监督,并书面承诺为中-德小组开展研究工作提供实验场所、实验设备等必要的条件。
2.组长
中方组长必须是承担国家科技计划(863、973、科技支撑计划等)的课题负责人或主要完成人,具有博士学位,年龄在45周岁(1962年12月31日以后出生)以下的青年学术带头人。
3.小组成员
每个小组最多不超过6名成员:1名组长、2名博士后、2名博士生和1名技术员。每个小组成员为合作项目工作的时间不少于12个月。德方亚小组的人员数和要求与中方亚小组相同。
4.经费
中方亚小组的项目研究经费由国家研发项目列支,包括项目进行所需的设备费、耗材费、论文发表费、赴德合作研究人员的国际旅费以及组织培训班和研讨会的费用。中方将按国内标准给赴德合作研究的人员提供生活补贴,德方将按DAAD有关奖学金标准发给赴德人员生活补贴。
中方应按国内标准为来华合作研究的德国博士后、博士生提供住宿和生活补贴,不足部分由德方补齐。
5.其他要求
中方亚小组成员赴德合作研究,每年累计不少于3个月。
三、 申请程序
1.招标领域
经双方研究,本轮招标的领域包括:生物医药工程和再生医学、蛋白质结构、现代植物和食品。
2.填报申请书
申请书应使用中英文,格式详见附件。
申请书需由依托单位负责人签名、盖章,并附双方小组成员名单、双方组长签字的工作计划(包括举办培训班和研讨会)、双方依托单位关于提供实验场所、实验设备、生活补贴等支持的协议及知识产权共享协议等。 申请书一式5份,请于2008年5月15日前寄至中国生物技术发展中心。
3.项目遴选
项目遴选由专家组负责。专家组根据申请人条件、研究工作基础及是否符合招标方向、工作计划和网络合作联系紧密程度、德方合作伙伴水平和项目前景等方面的情况进行全面审核,并提出建议立项项目清单。
4.项目立项
所有申请由中德双方专家组成的专家委员会进行评估后,报请双方主管部门确定最终批准的项目。
四、德-中青年科学家小组
“德-中小组”中方亚小组的申请条件和申请程序与“中-德小组”中方亚小组的要求相同,组长由德方担任。

Call for Proposal on Joint Junior Scientist Group on Biotechnology
General Principle
The programme is based on the item “New measures” of the “Minutes of the 6th Meeting of the Chinese-German Steering Committee on Biotechnological Cooperation, Beijing, 21st May 2004”: “The SC welcomes the idea of building up several ‘Joint Junior Scientist Group’ (1 head, 1-2 Postdocs, 1-2 PhD-Students, 1-2 technicians, up to the needs of the project). Goal is short or long-term industrial application of biotechnological inventions. Criteria are an innovative scientific idea, the personality of the young scientist and a host institute. These groups should strongly connect German and Chinese laboratories. Duration could be 4-5 years. Each side has to take their own costs.”
Description
Joint Junior Scientist Group Programme consists of two parts: Chinese-German Joint Junior Scientist Group (C-G Group) and German-Chinese Joint Junior Scientist Group (G-C Group).
A C-G Group is an integrated system of one Chinese and one German subgroup and is headed by a Chinese scientist. Both subgroups collaborate on one research topic, on producing publications and, possibly, on carrying out network-building measures. There will be a mid-turn evaluation after 2 years. And the maximum term of project will be 5 years. The Chinese head will be responsible for decisions on details concerning the choice of the research topics, the length and the arrangement of the collaboration of both subgroups. The collaboration absolutely includes longer research stays of members of one subgroup in the laboratory of the other subgroup. All details of collaboration should be regulated within a joint agreement which includes the rules of Intellectual Property Rights.
Qualification
1. Support Organization
The Chinese subgroup is based in China and is integrated into the structures of a Chinese university or non-university research institution. The German subgroup is based in Germany and is integrated into the structures of a German university or non-university research institution. The Organization should promise to offer necessary requirement such as laboratory, facilities etc.
2. Group Leader
Applications are open to Chinese research group leaders who is one of the main principals of project is financed by the Chinese national R&D programs. The Chinese group leader should be under 45 (born after 31 December, 1962) and have a Doctor’s Degree.
3. Group Member
The Maximum membership of each group is 6: 1 group leader, 2 postdocs, 2 doctoral students and 1 technician. Each group member should spend at least a minimum of 12 months working on the project. The German subgroup member should follow the request.
4. Funding
The expenses of a Chinese subgroup, including facilities, material, publication, travel, summer school and seminars etc, will be borne by the national R&D projects.
For postdocs/doctoral students cooperating in Germany, the Chinese side will offer scholarships according to national standard. The German side will increase the sum up to the regular amount of DAAD scholarships for the Chinese students.

5. Other
Members of a Chinese subgroup should spend accumulatively no less than 3 months per year in Germany working with their German partner.

3. Evaluation
The selection of the C-G Groups will be made by a scientific committee (SC). All applicants will be reviewed and ranked by the national SC by checking through their application forms.
4. Selection
All the results of both SCs are subsequently compared by a joint experts committee and the successful C-G Groups are nominated by CNCBD and DAAD..
G-C Group
The subgroup of a G-C Group will follow the rules with a C-G Group. The group leader will be a German Scientist.
